Eco-Industrial Development
EID is a management framework for planning and operating clustered or networked industries. It aims at reducing the environmental impact of industry’s operations while enhancing business competitiveness by promoting integrated systems solution in efficient resource utilization using modern production and management techniques. It encourages re-use, recycling and recovery of materials and energy to create a closed-loop model of resources. EID is the ideal for application in industrial estates and parks where interactive and interdependent strategies can best be implemented through the locators’ synergy.
Eco-Industrial Development in PEZA
The PEZA-GTZ initiative for establishing a Management Approach to the Eco-Industrial Development of Philippine Economic Zones, referred to as the EID Project, is working to promote and implement concepts of sustainable development, balancing economic development with environmental protection and social progress. This includes engaging partners to work for the overall improvement of environmental conditions within the special economic zone areas.
The overall objective of the project is: Improvement of environmental management of selected industrial zones and companies located in special economic zones.
Industrial zones are essential to the economic and development policy of the Philippines - similar to other countries in the Asian region. However, over the past two decades this way of industrialization has lead to considerable regional disparities and extensive pollution. Up to now, continuous improvement of environmental management in industrial zones must be pursued.
On the pilot scale the project focus is on the two economic zones (ecozones) of Mactan Island, Cebu.
The Philippine Economic Zone Authority is supported in building up appropriate services based on integrated management concepts of Eco-Industrial Development. PEZA will be guided through pilot implementation and institutional capacity building. An integral componentof the project is the dissemination of successful EID activities in the pilot economic zones of Mactan, to be recommended for adoption by other economic zones.
Project Performance Indicators
- Decrease by 33% in Mactan 1 and Mactan 2 of the number of non-compliance with emission standards, waste water contamination and waste disposal according to company internal monitoring reports and environmental inspections by competent bodies (DENR & PEZA).
- Decrease of water and energy consumption by 15% per production unit and decrease of waste production by 25% per production unit in Mactan 1 & Mactan 2.
- A minimum of 3 other PEZA administrated industrial zones are going to adopt the in Mactan proven eco-management concept to their performance specification.
- Women and men living in the area of the industrial zones or are working there, confirm a considerable decrease in pollution at work and in the areas close to the industrial zones (established by interviews: data will be collected in 2006)
Project Duration
The 1st Phase was started from January 2004 and ended last May 2006. The 2nd Phase of the EID Project will run from September 2006 to August 2009.
