Water

The Laguna Lake Development Authority (LLDA) and the Department of Environment and Natural Resources (DENR) are in charge of monitoring the water regulatory compliance of various industries affecting the country’s natural water bodies. All development projects, installations, and activities that discharge liquid waste into and pose a threat to any water body is regulated under the Philippine Clean Water Act of 2004 (Republic Act No. 9275).

If an industry is located in any of the provinces of Rizal and Laguna; or in the Cities of Pasay, Caloocan, Quezon, Manila, Marikina, Pasig, Taguig, Muntinlupa and Pateros in the National Capital Region (NCR); or in the Towns of Tanauan, Sto. Tomas and Malvar in Batangas; also in the Towns of Silang, General Mariano Alvarez, Carmona and the City of Tagaytay in Cavite and the Town of Lukban in Quezon, it is under the jurisdiction of the LLDA.

These towns, cities and provinces contribute to the water quality of the Laguna de Bay in which their tributaries lead to. LLDA Clearance, Discharge Permit, Barging Clearance and Water Permit are some of the regulatory requirements an industry located in this region should apply for. Otherwise, it falls under the jurisdiction of the Department of Environment and Natural Resources.

Effluent quality of the wastewater being discharged from any point into a body of water should conform to the effluent standards set in DENR Administrative Order No. 35 (DAO 35) for conventional and other pollutants, as well as for toxic and other deleterious substances present in the wastewater.
