New CNC Form
July 29, 2009

In line with the streamlining of the Philippine Environmental Impact Statement (EIS) System, Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB) has come up with a new system for Certificate of Non-Coverage (CNC) applications. Consequently, the issuance of CNC will be done in just one (1) day upon submission of the CNC application through the CNC Automated Processing System. With the new system, the application form is just one page and the applicant need not attach any supporting document.

The usual practice prescribed in the PEZA-DENR Memoradum of Agreement (MOA) in securing the endorsement will still be employed. Proponents who wish to apply for a CNC should go to PEZA-Environmental Safety Group (PEZA-ESG) to secure an Endorsement prior to submission of the CNC Application to DENR EMB. The ESG staff will assist the proponent in filling-out the form and will issue the endorsement on the same day of submission.

A Memorandum Circular will be issued regarding this directive upon the release of Administrative Order of DENR Sec. Jose L. Atienza. In the meantime, the EMB Central Office and all EMB Regional Offices have already started using the new CNC Form.
